Unsafe condominium Projects

Green Hills Garden Square is a condominium project of Empire East Land Holdings. When it was inspected by Quezon City Hall in 2003, officials found 21 violations in the fire code. In short, Empire East Land Holdings let the owners stay in their units without complying first to the safety standards set by the Bureau of Fire and Protection. .

In 2005, Xavier Hills condominium, another condominium developed by Empire East, was turned over to the owners. Unfortunately, for the second time, our good developer let the unit owners occupy the condo without the necessary safety permits from Quezon City Hall. After 6 years Empire East land Holdings continue to violate the law. Complaints are already filed to Quezon city Hall but as of May 2011, the situation remains the same. How does Empire East land Holdings get away with it? That's the big question!

Below are the safety violations in Xavier Hills Condominium:


Door of Main stair at ground floor not swing in the direction of exit travel at tower 4 in violation of rule 3 division 4 sec 3 402 para B (2) of the pd 1185 (Empire East Property Review)

Fire exit doors not provided with panic hardware latch in violation of rule 3 division 4 section 3.402 para F of the PD 1185 (Empire East Property Review)

The elevators of the four towers do not have the necessary inspection certificate from the office of the building officials. No wonder a lot of residents have been trapped inside the elevators. (Empire East Property Review)

Fire exits and stairwells are not pressurized, exit doors have gaps at the bottom where smoke can easily pass through. (Empire East Land Holdings Property Review)



A lot of sprinklers are not properly installed and are almost buried in the ceiling. (Empire East Land Holdings Property Review)

There could be more violations and the pictures below can clearly speak for that undeniable fact.

I would like to quote the declaration in the fire Safety Inspection Certificate issued by the Bureau of fire:

“Violation of Fire Code provisions shall IPSO FACTO immediately cause this certification to become null and void, and shall hold the owner of the building liable to the penalties provided for by the said Fire Code 2008 (RA-9514)”

I was present during the inspection and I have been asking for a copy of the results since then but first Oceanic property management, the board and Empire East property continue to decline my request.

  1. As of Jun 2011, oceanic is already on the process of complying with the findings of the Office of the building officials but up to this date they have not shown me yet the copy of the findings. I have my doubts that they are still hiding something from us, if not why can't they release the documents in the name of transparency of which they promise us

    1. same thing happened in Eastwood. Since 2014, prop management failed to secure permits/license to operate elevators. There was also non compliance with Fire safety Code. Cease and Desist Order was issued in Sept 2020 for failure to comply with compliance order of July 2020 by the Building official. First Oceanic has been informed of the incompetence of the prop manager of the condo but it chose to coddle her instead. This was not an isolated case--there has been a track record of ineptitude.

  2. kelangan po kasi ng time to process yung mga documents n kelangan nyo..of course we as agent and part the company..we are confident po that our project is safe..di lng nmn po yung trabaho namen yung mahalaga smen,kelangan din po namen pahalagahan yung safety and moreover pinapakinggan po tlg namen yung mga concerns na ganito and sinusubukang gawan ng solusyon sa lalong madaling panahon..sana po maintindihan nyo yung side namen..salamat po...:-)

  3. Jayson 5 years na kaming nakatira dito kulang pa ba ang panahon na yon? Dapat bago ibenta sa amin me mga safety permits na dapat ang condo. EE is violating the law and you are part of their company, how can you stomach that

  4. Scamming Empire East is getting hit with some big fines at last!!!

    Your fellow complainants are pleased to announce that the Housing and Land Use Regulatory Board has seen fit to issue its eight Cease and Desist Order on this project, Village, Cainta, with fines totalling over 46 million peso's.

    We will keep fighting the fight against this unscrupulous developer. Keep up the good work, and keep making sure that everyone is aware of how bad this developer really is.

    I have a meeting at HLURB next week, and I am trying to pressurise SEC and PSE involvement as I issue complaints against this developer and their actions within the stock market.

    i have a unit at cambrdige and up until now wala pa ako CTC sabi may balance pa pero wala naman mapakita and sabi kasi wala na daw may hawak ng payment ko . di ba dapat nasa office nila yon di dala ng account officer. unit is not safe parati umiinit floor ng anak ko and lahat ng fittings sa banyo wala pang two weeks nakalipat nagbagsakan na . my son just change it we can only complain sa management pero wala rin nangyari.

  13. iyong pamangkin ko di nakabayad ng remaining balance dahil sa nadelay ang requirements iyon forfeited lahat ang nabayad na 400,000+-, inspite of filing a ra 652 to revover kahit 1/2 of the amt paid. iyon wala na, ayaw nila sumagot sa mga message.

  14. 2010 ko start nagbayad 2014 ctc nabigay, ayon hangang ngayon sa awa ng diyos iyong title wala pa rin, haay, pero lab ko parin sila. sana mabigay ??
